This paper outlines the goals, strategies, and actions that state agencies are implementing or planning to implement to address the rise in opioid misuse and opioid use disorder (OUD). It is centered around four priority goals of the plan: preventing opioid misuse and abuse, identifying and treating OUD, reducing morbidity and mortality from OUD, and using data and information to detect opioid misuse, monitor trends, and evaluate interventions.
